at the elementary level, definately. I'm not so sure about the jr high, high school level and I think that they can't do anything about the university level

No....its up to parents and children to decide whats good or bad. At my high school, the juice machine was on all the time. The soda machine was turned on after lunch.

No. It should be up to the parents for elementary students. A high school student should be allowed a soda if they want one.

No, but other options (healthy) should also be in the machine - and the machine should be turned off except during lunch hours.

yes, only because way back in history when I went to school, there were no soda machines, you got milk or you brought your own juice. I survived.
