You can either convert it to MPEG format using a program such as VCDgear or you can play it using VLC.

As Cambion mentioned, this is an Image file which can be burned to CD to make a VCD using a program such as Nero.

.bin extension is used for CD images. You either need to use a image reader or image mounter.

Go to http://www.daemon-tools.cc/ and download Daemon Tools. It is Virtual CD application. Install the application and then click on its icon in the taskbar notification area. Choose "mount image" and then point to the .bin file. Then on your virtual drive, the movie disc should appear. Then view it with any movie player you like.

Or Simply Download VLC player. It will play the bin without requiring to extracting it.

Sounds like it's a version of an ISO file. Try a tool like ISO Magic and see if you can't extract it. If this is a DVD movie it may have the VIDEO_TS folder and what not. In which case an ISO Tool can be used to burn it to a DVD+/-R.
