It can be opened by Microsoft Office applications and with Microsoft Office Picture Editor.

You can also download image viewing programs like ACDSee or buy advanced programs like Adobe Photoshop

A tif file will open in any of the major Image editing programs. If you don't have one, tell it to open the file with Internet Explorer
