Maybe he isn't sure. Or he's afraid of what a relationship might mean (guys are afraid of their own shadow when they notice it for the first time). You should ask him out if you are confident he likes you. I'm sure you'd look great wearing the pants in the relationship.

Maybe the guy is shy to ask her out and he doesn't know what to say or how to ask her out. He might be afaid that she willl say no and that or he just want to play it safe for a bit.
