The most romantic thing a man can do for a woman is to not pretend to be something he's not.
If you wouldn't buy gifts for a man you just met then don't buy them for a woman you just met.
Let her EARN your affections by good behaviour.

How about a weekend somewhere romantic - Rome Madrid or Barcelona would be better than Paris (it's so cliched!) - or rent a canal boat and wander along Britain's canals (so many pubs, not too many idiots)
A nice hotel in the Lake District and some not too strenuous walking in the hills - maybe even some al fresco loving if it's a nice day!

Take her somewhere she loves. One time my ex and I hooked school, (just once), and he took me to this park with a lake, we watched the water and he told me how he wanted to be with me and only me, we ate , we gave each other piggy back rides, drove pass the shore, he planned this all out, I will never forget that. We're not together now, but damn, thats the stuff that makes me miss him. U dont have to get all extrangvagant, just make her feel SPECIAL, like u are the only 2 people that exist, she'll love u for that

Well it all depends on the woman but take her for a picnic in a nice park that (you prepared the food for) give her a single rose with a card that tells her everything you feel for her..then look into her eyes and tell how much she means to you....that would do it for me good luck

The most romantic thing for a guy could do for a women.. would compliment her on how beautiful she is even when she just woke up and doesn't think she looks her best. That gets me everytime!

Depends whether you have money to spend. To women, unfortunately "romantic" means "rich".
Try taking her for a walk in the park - if you can do that without getting mugged, nowadays.

at first try to put a romatic perfame which she like
in the first buy red flower to her
tell her how beautiful she is and talk about her beauty
ask her for a romatic diner with< little light and with candles>
try to do alot of surprises to her
i guss you know what to do afterthat

to do something that actually means something to her. nothing to do with money, but something genuine that shows her that you understand her and how much you care about her. obviously i can't really give you actual suggestions cos the point is that it's completely personal! good luck :)
