It is a file from Spybot Search & Destroy, a very popular anti-spyware program. It provides real time protection from spyware and adware by monitoring critical areas on the registry. To turn it off, start Spybot > switch to expert mode > Tools > Resident > and uncheck Tea Timer. I find Tea Timer to be more annoying than helpful. But, it does provide effective real time protection. Refer to Malware Help website for more details on how to use Spybot:

It is part of Spybot S&D that runs in the background watching for spyware.
