You have actually asked two questions.
First, because a company is not listed in the local BBB, that coes not mean that it is a dishonest company. The BBB does take a solid public stand that businesses should be ethical. If they get a complaint about a business that is not a member, and if the complaint is about a fraud, they publish information, after an investigation. If they get a complaint about a business that IS a member, they work very hard with the member business, encouraging the business to deal with the customer so that the complaint is withdrawn and the customer is satisfied.
There are many good companies out there, which are not members of the BBB.
The second question is whether you were scammed. Part of the answer to that question involves whether you paid money for the loan / scholarship service, and exactly what they promised. For instance, did their advertisement promise a loan, or just promise a loan to someone who "qualified"? Did they promise a scholarship, or just a lost of scholarships at the college you were going to attend?
First, look at their advertisement, or any agreement that you signed. They may be fulfilling their promise, just by taking your money and promising to do something, whether they do it or not.
Then, get on the 'net and file a complaint with the consumer protection office of your State's attorney general.

Just because a company is not listed with the BBB doesn't mean that they're a scam. The BBB is somewhat of an outdated institution that not many people (consumer or businesses) bother with anymore.
It looks legitimate to me...and I don't see anyone claiming anything on the net about them being a rip off or anything. From experience, it takes a very very very long time to get student loan and scholarship stuff processed. I would stay on them pretty regularly to make sure they keep your application moving.
Also, just a tip, do a little more research into a company before you give them some of your personal information.

A busundd may not be listd because its not a member. You have to have membership with the BBB in order to be listed. Walk into a bank, and ask what agency they report to for student loan business.

I hope you did not send them a registration / processing fee. Most of these types of outfits are scams. But do not give up hope yet. 13 days is a short period of time to process this sort of thing. Check with your local disrtict attorney and the schools to see if they have ever heard of them. If not I would wait only another 10 days then file a complaint with the DA and police. You are at that point where you let the cows out of the barn and don't know if the fence is mended. Hope you do ok.

If you do not check a company before purchasing a product or service from it, you could lose your money, time and credibility. Some widely used resources are the Better Business Bureau (www.bbb.org) and the national fraud center (www.fraud.org).
These days, you can easily find out more about a company using the Internet in a few minutes. From a company's website, you can get details about its ownership, how old the company really is and feedback from the company's customers.

the bbb only list companies that they have a bad report of or a good report of if no one has complained about that company yet they wont have a record of it

You should call the BBB from wherever they're based. Just because they aren't listed does not mean they are not legit. Good Luck.
