This question has been asked before, and occasionally, it bears repeating. To answer this, you almost have to break it down by game. If we're talking about straight pool, Willie Mosconi is legendary. 9-ball, we would be talking about people like Earl Strickland, Efren Reyes, Johnny Archer, Alison Fisher, etc. 8-ball is fairly new as a professional game, even though it's older in origin than many. So it may be too soon to talk about 8-ball.
I see the Minnesota Fats question has been answered.

P.S. Good call about Ralph Greenleaf.

Rudolph Walter Wanderone Jr.
(January 19, 1913(?) - January 15, 1996), best known as Minnesota Fats, was perhaps the best known pool player in the United States, in spite of the fact that he never won a single major pool tournament.

the greatest pool player of all-time is without a doubt efren reyes! and i can't understand why efren himself said that his weakest game is 9-ball ... we all know he's a former world 9-ball champion and the first ever non-american to win the u.s. open 9-ball ... he's the greatest all-around player! even some of the greatest players themselves would agree ...
