Common' be a man and STAND UP to be there and SPEAK UP for her..
got one occasion (when i was young), i was bullied by others, and my elder brother just stood there and watch and not doing anything. i just tears and cried out, and hate my brother...
later when i had grew up, i saw a man bullying my brother. I immediately approach the man and asking for explanation. the man back-off, then i screw him for he's damn F**cking behaviour and attitude. he then left my brother..
My brother gave me a tight hug for what i've done, and thank me for everything i did.. he then became very supportive in everything we did or when life moves on..

you need to speak up. talk to your parents, teachers, your close friends, her close friends. stand up to them and let them know that you are not going to let them treat her this way. if this fails go straight to the bullies parents and discuss it with them. if these kids still harrass her i suggest a restraining order, i know that sounds a bit OTT but knowing from experience it saved me from a lot of beatings when i was at school.

If you don't act, notify the school.
A martial arts/self defense training would be good. It will give her self confidence, good exercise and teach her to defend herself.

take a baseball bat to the biggest one, beat the crap out of him, he will respect and fear both you and your sister
