it isnt so much God who is choosing,,, it is the soul itself that needs to experience certain circumstances for it's own soul development .
so while one may be poor and one rich ,,both have something desirable that the soul needs to experience in order to evolve.
we map out our life ,,,sort of like a chart and we decide some major issues before we are born ,,,sometimes choosing to be born to wealth and a celebrity really may include aspects like drugs ,selfishness [because of money ]so many lessons in any given circumstance .
there is no bad there is error or experiences from past lives that we were meant to learn ,,,and i do believe sometimes we chose a life because karmically we indeed have to overcome some of the negative experiences from other lifetimes ,,,,continual growth really .

There are some things that God does not give us the answers to in this life. I think this is one of them. We are all responsible for the choices we make in this life, but we will have to answer for them in the next. Unfortunately some innocent people get very hurt in the process of our bad choices. And no, I don't believe that we get any more than one crack at life. So we better be careful what we do with it.
In the Bible, God has said: "...And just a it is appointed for man to die ONCE, and after that comes judgment," And it goes on to say..." so Christ, having been offered ONCE to bear the sins of many, will appear a second time, not to deal with sin, but to save those who are eagerly waiting for him." Hebrews chapter 9,
verses 27 & 28.
The point is, we have to be responsible for what we do in this life. Of course we are human, and we screw up frequently because our human nature includes the ability to "sin" (anything that goes against what is God's nature - ie: good). That's why we have a broken relationship with God - He can't, and won't , stand "sin". Only Jesus provided a bridge between God and us, and took the punishment we deserve so we could be sinless in God's eyes, and have our relationship restored with Him. It's a GIFT of forgiveness from God! We can do nothing to deserve it ourselves. But,as with any gift, it isn't ours unless we decide to TAKE it. So, being a child of God isn't our natural state - we have to ask to be "adopted" by Him by asking His forgiveness and accepting His gift thru what Jesus did for us. Yes, we are all His "creation", but we are not automatically His "children". See the difference?
So the short answer to your question is: there is no "previous" life - you get to decide what you will do with this one. Your choice. Some day, when you die, you will get to explain your choices to God. The choice as to whether He will be your Judge or your Father is up to you.

In my opinion God does not have enough time to determine which Baby gets which Parents.
He is far too busy communicating with George W. Bush giving the President instructions on how to proceed internationally and domestically.

GOD has a plan and a purpose for everything and everyone. It is not necessarily given to us 100% understanding. If it were there would be no questions here in religion because we all would know all the answers. Right?

I think it's because we need to experience different circumstances in each life in order to finally reach enlightenment. One life we may be poor, the next rich, or so on, because these different experiences in different places with different people, help us in our journey towards enlightenment, when we finally reach it, we will know why everything happened a certain way or why we made the decisions we chose.
