it could be something as simple as he hasn't got any credit on his phone?
if you have "hooked up" before, then it would appear that he has some interest in you, why don't you call him instead of texting. good luck hon.

Most likely, he is shy and unsure of how to respond.
Do keep in mind though that your friends may have the cheeky idea of matching people up and so they may say that just to push you both together.
Don't sweat it. Be the guy's friend and see how he responds. Love, whether it be between you two or other people, will blossom all in good time.

may be he is shy, why do you want to text him when he is with his mates, maybe he does not want them to know who is texting, so he will probably text you when he is on his own. does he actually reply to your texts whether he is with friends or not? are is it a public announcement you want, if you know that he likes you and you like him be patient and not pushy, because pushy people always push away what they want!
