Yes it is possible to get DNA from a dead person. Every part of the body has DNA... from hair, to blood, even saliva and semen.
Children also has a similar genetic makeup with both of their parents. So it is possible to determine if two people have the same parent by using their DNA. DNA testing is very accurate and it is not limited to testing a child to a parent. It can be used as long as the person has blood relationship to the other person. (e.g. grandmother to grandchild)

DNA can be obtained from many tissues of a deceased person.
You inherit your DNA from each parent ( a little of him and a little of her as it were). It is possible to determine if two people have the same parent just by comparing the DNA of the individuals involved. However the answer will not be definitive just expressed as a series of probabilities. However in the real world that is the answer that counts

Interesting question...I don't know if you saw Medical Mysteries last night but there was a segment about some mother's DNA that DID NOT match their children's. In the majority of the cases children's DNA will contain a part of each parent and DNA can be obtained from a person who is no longer living (like hair as someone already suggested).

Yes! dna can be taken even from a dead person.Even if that person was burnt the dna remains undestroyed.Yes the children do get dna from thier parents & it is surely possible to determine the parents.In fact the technique of dna fingerprinting is used in cases of disputed parentage.

Yes, you can determine if 2 women are sisters by simply using their DNA.. you don't need the mother or father to do this. You can also tell if they have the same mother and father.. or just share a mother or a father.
