I'm not sure I understand your question. Unless you're asking a chicken or the egg type of question I'd say they're the same question just phrased slightly different. If you are asking a chicken and egg questoin, well then it would basically be which comes first, need and then love or love and then need. In which case I'd have to say it depends on the person and the situation but regardless both sound more like co-dependence than love and that is not a good thing!

Love and need shouldn't go together at all. That makes for some wharped relationships and unhealthy ones too. Needy people are suffocating and eventually you get tired of it. Love should be about mutually meeting the needs and adding something to the other persons life, NEED implies all the wrong things.

Both are wrong
First - if u love someone because he or she gives u somethinig (money, or good sex, or comfort) that's not true love, because what will happen if he or she suddenly stoped to give u that?
True love is all about loving someone the way he or she is, be with him all the way, no matter what happens
True love is to be with someone bacause of everything he is and despite of evertything he is not.

both things have the same meaning. I think your question should have read more like this"do you love for girlfriend because you need her, or need her because you love her".
