There are groups that let you put your name on a list and if someone wants to be "found" then they will put the two of your together. Usually these are for relatives of adopted children.
Try the Salvation Army. I believe that I read that they have some sort of missing person location service. I'm not sure about this but it certainly wouldn't hurt to ask.
Try the Red Cross, in fact, try anyone who might be remotely involved in getting lost relatives back together. All you can lose is a little time.
If you know where she was born you might be able to get some information from the Department of Records. How about adoption agencies?

come on.....if you really want to find your sister it should be worth a few bucks.
but here is the truth.
anybody in the world is only about the max of ten people, from finding who they are looking for.
you have the name......so your about 5 less......
were did she live? or her parent? were was she born?
i found my ex's dad after 35 years in a forien country and put her on the phone with him in 1 week.....
without spending a dime......
just backtrack......
