Myanmar needs to re-establish itself, with the majority of people in general agreement with the government. However because of the level of sophistication of the people towards a central government, it would seem that a communist government under a strong leader would be best for them. There are too many factions and internal strife will persist until such a leader is found. There should not be outside interference as it is a domestic problem. The hill tribes do not get along well, and certainly they are at odds with the lowland population. Democracy can not exist under this pull-push without a powerful leader to control these problems. People living in rural Burma have no concept of a central government and without the sophistication of some form of civics, will not respond to or support the government, the laws, or become part of a cohesive nation.
