You should shower them more often, use flea products from pet stores, and also, try getting the fleas from your dog. Sometimes, the products and shampoo won't kill the fleas at all. It's weird, so you will have to double check and get the fleas that are still alive. I wouldn't recommend the flea powder, though. The spray is actually better because the powder gets all over the place and it doesn't really stay in tact within the dog's fur.
If you want more tips, call your vet up or have the vet check up on the dog and cat.

In my opinion Frontline by far is the best product on the market. It's a bit pricey but it gets the job done. I prefer the spray because I can treat my cats and dog with the same thing and not have to buy two different types of the drops. The spray is also great because you can treat bedding and carpets with it as well.
I have given in and tried to conserve money by buying other products and they never work. I always end up going and getting fronlinein the end. So check with your vet or order it online. It works!

constant shampoo and soap treatments would probably be the best thing you should do. Fleas won't dwell on pets which smells good and clean. Be sure not to overuse those products to avoid skin irritation.

Wash with flea shampoo, dry, comb, treat with Frontline... Wash (hottest water possible) then spray bedding and house... Minimize time outside, or treat lawn with fertilizer plus flea killer...

Comb it all the time, use a medicated wash that removes fleas and simply check.
