Cognos is a reporting tool which works on an 'OLAP cube' of multidimensional summarized data to produce reports.
There is a piece of SAP - BIW or business intelligence warehouse, which along with SAP Netweaver can produce these type of reports.
So put simply, Cognos is something you might want to add to SAP as an additonal reporting tool, but SAP would be the original source of enterprise data.
