i wouldnt do anything, you could get him in trouble for started a relationship with you... just become friends and when your old enough maybe somthin will happen

If you really like your neighbor, you shouldn't let your shyness get in the way of your feelings. If you really can't control that attitude... how about starting a neighbor-to-neighbor relationship first? Say "Hi" when you see him... occasionally ask how he is... and the like. Start with the small things first. After that... you go up step by step. Friends. Close friends. And then, maybe, you'll get what you want. It's all in you. Nothing will happen if you won't do anything about it. Good luck!

However it is not better to now fall in love but if u are seriously interested in him. First observe him silently and if u find him as per ur requirement then donot hesitate and ask him that I want to make friendship with u. Please do not hurry in saying I love u. First make friendship and after testing his friendhsip qualities and experiencing him u may convert ur friendship in real love.May be he is proactive to say u love.

just talk to as if he is your neighbor quit thinking of him those term and before you know things may work out. you have known him before you liked him and bet you talked to him then talk to him now
