It would have cataclysmic affects upon the earth. The oceans tides are controlled by the moon - there would likely be a lot of disasters because of this, so the reaction would be crisis management.

Secondly, the gravitational ramifications would be unimaginable, it would definitely impact how many things, most very subtley. There would initially be a dramatic incease in bith rates - due to the onset of early labor by women in gestation.

Third, and perhaps most importantly - where did this moon come from? How did it get there? It would likely cause widespread panic unless there were some explanation that occurred simultaneously. You'd probably also have a bunch of cults committing mass suicide - similiar to the Hale Bop comment incident.

Fourth, it could potentially screw up the orbits of staellites, and might even disrupt satellite communication. How close is this moon, how big. Is there danger of a collision with our current moon? This could be really bad news, for earth and life as we currently know it.

I would wonder how it got there and why I hadn't seen it before. It might make me think about what else is going on that I don't know about. Then after I got used to now knowing there are two moons I would go back to everyday life.
