Well, we cannot know all of the answers but the story goes that Lucifer was an angel in Heaven who rebelled and was cast out. (Fallen).

Oh Vey. what a mess of answers.They are mixing and confusing stories that a little reading of the Bible will sort out the cast of evil charaters.
The Creator made Satan to be the temptor of both the human soul to try and lead it astray from Gods commadments and to try and tempt CHRIST from his fathers role for him. by offering him several choices other than that of chrusafixtion and Death.
ST. LUCIFER WAS an ARCH ANGEL that was supposed to be this planets Guardian Angel. but when God showed him his charge he developed a large ego an can to think H could do a better job of handling creation than the Creator cold and talked some other angles into joing him in a rebellon.HE and his followers Lost andwere throwen out of Heaven by ST MICHEL . They were also striped of there powers and landed on on Island in the middle of a Lake of glass to await the Judgement Day.
the Devil is a fairly new charter made up from several other ideas as to what an evil one should look like. a little from one religion something from another and so on.IT is a Christian idea. Even the name Hell may have come from the sister of wotan/ odin named Hel and combined with the Roman myths of the underground.

God created every thing Good .But he was also giving the Creation some sort of freedom .The devil misused his freedom to be above God And so actually He Fell

My first suggestion - Read your Bible. The devil was actually an angel that turned against God. Lucifer wanted to be God and because of this God cast him out.

Was a thief born a thief? No because he chose to be one, whatever the circumstances where that was the choice he made. Same with the devil he was created good but decide to become God's enemy by taking the wrong side...but the good news is he ain't gonna last forever! So don't blame God he gave all his beautiful creatures the precious free will.

God didn't make the devil.
Lucifer was an archangel and was allowed to reason along with all Angels.
He believed that he was as great as God and Pride became his downfall.
God summoned Gabriel and his followers to banish Lucifer to Hades for all eternity, never to be able to enjoy the presence of God.
God did not remove his powers and Lucifer has used those powers for the purpose of evil as he is no longer allowed to receive the graces from God in God's realm "Heaven"

How do you know god made anything? How do you know there is a god and how do you know there is a devil? Until we can definitively answer those questions, I don't think we can currently speculate on this.
Don't tell me to go read the bible either. only about a sixth of the world even references that thing and most of them loosely at best. Of course a sixth of the world hardly constitutes a concensus.

I don't believe in the devil, but I think the most entertaining theory out there is to be found in the comic book series Lucifer by Mike Carey (based on Neil Gaiman's version of hell and Lucifer as begun in the Sandman series, where Lucifer gets bored and gives away the keys to hell.)

I have no idea. If god really does know everything, then he knew what the devil was going to do before he did it, so he could have just decided not to make him. Or, if god is all-powerful, he could have just destroyed satan when he started acting up. Creating satan makes no sense to me.
