The leash isn't that much of a concern. You will want to get a small, lightweight one.
The harness is of vital concern, never use a leash with a collar. The trachea (throat) of the Chihuahua is very delicate and is easy to damage.
The harness is of major importance because most Chihuahua tent to think they are Rottweiler in disguise, so when they decide to whip those other dogs that are 3000 times bigger than they are, you will be able to make a really quick "pick-up" using the harness as lift.
Cause lord knows the little things are not afraid of anything.
You may have to protect the larger dogs from embarrassment.

I would get at least a 6 foot leash because she is short and will need the length. I also agree about harnesses and they have some really cool "vests" for small dogs.

Pay attention to the size of the clasp at the end of the leash-some of the bigger leashes have clasps that would pull a little dog over...

For a chihuahua avoid attaching the leash to neck collar. Use a harness and NEVER a choke chain no matter what! Chis have tiny tracheas that can easily collapsed or be crushed by over zealous straining on their part or a hurried tug on yours. Also a harness gives you a bit more control over your dog. You may have to try a few until you get the right one. Petsmart has a good return policy.

You don't need a leash for a dog like that. Just chase it down.

Well I work at petco, and I think that your best bet would be to go with a long one because she is such a short dog, and Im sure you are not really short... plus because she does not have such strength you really dont need to worry about thickness. I think that a cute dainty one would work.

anything that doesnt really choke her is proper, wider collars are better than thin ones because they distribute forces of the leash more so they dont choke if they pull.
