It depends a lot on the dog. For walk and training purposes I would use a choke chain. Despite the name, its perfectly safe and easy to use. It gives you more control and lets your dog understand your directions easier than a harness since its on the neck instead of the back. (If you don't know what a choke chain is there is a pic here: http://www.petcetera.co.uk/ ) Collars and harnesses aren't generally very good for taking your dog on a walk they don't give you any control and you tend to end up with your dog 10 feet infront of or behind you. You should also have a collar with an ID tag for when its at home so that if it gets into the garbage can you have something to grab and if it escapes there is a way to find your dog. Oh and some dogs slip out of collars if you take them on a walk in that.

IME Harnesses give you less control over the dog. A dog that is going to pull has much more strength in pulling on a harness (think sled dog). A properly placed collar gives much more control (high on the neck). However IF you properly train your dog to walk beside you, you won't have a pulling problem and can use whatever you feel comfortable with. You have to be the pack leader not the pack follower.

I depends on if your dog is small or large. Collars are better for larger dogs, but harnesses are better for smaller dogs. the smaller dogs that I know won't even walk on a leash with a collar. So if your dog is large, I suggest a collar. If your dog is small I suggest a harness. If your dog is medium size either should work. A harness may have more control.

a collar is better in most cases but you might need a harness for a little dog so you wont hurt it.

depends on the size and weight of the dog but i have always preferred harness over collars when walking them, and they don't slip out of them either. and no harness do not teach dogs to pull only if you train them for that. my family has been training dogs, house pets and sled dogs for generations.

If your dog pulls hard with a collar, it may get worse with a harness as there is no choking and gasping associated with it. Mine's got a collar, but I walk him off leash as much as on. Plus he listens pretty well and doesn't pull much.

a collar is fine for a dog that doesn't pull when being walked. A choker chain is best for leash training if used properly. I also love "Halti's". A Halti is a halter that is worn on the dogs head, similar in style to a horse halter. It gives you excellent control over a dog's head and they don't pull because the halti pulls down on the bridge of the nose if they do. Halti is not recommended for dogs with a short snout as they tend to slip them off their nose with their paws.
