Breeding implies genetics. I'd say it's a sign of good upbringing.
Then again, there are surely cold-blooded killers whose manners are impeccable. (Paging Hannibal Lecter...) So maybe good manners are, reliably, just a sign of good manners!

good manners start from home, it's like a lubricant. family is like a delicate engine that needs lubricant for smooth operation.
