This depends on the version of the OS that you have. It’s easy with Windows 98. You can go to “Add Remove programs” in “Control Panel” and you’ll have a tab for window component. There you will have an option to create a bootable disk. This’ll include a boot up floppy with all the necessary tools. But if you just insert a floppy and type “sys a:” (No quotes) in command prompt, you can create a boot up disk with no additional tools. If you are using Windows XP, you can do this during the installation time. During the installation it’ll ask weather you want a boot disk or not. So you can insert a blank floppy and create a boot disk. Refer to my source link for all the details about the boot diskettes. Don't forget to rate my answer if you think it’s useful.

I did not really know if this command will work for you but once your at the A:> prompt type format B: /s and hit enter
it shousd ask you to insert another disk at this time in the drive
so you would remove the disk you got in there now and put in a non formated ned floppie disk and close the door and hit enter the light goes on and it is formatting it as a self starting floppie disk
the .s feature is only in some ms dos operating systems and it means autostart well good luck

If you want to create a bootdisk use "format A: \s" without quotes.(In 98/Me)
If you are using XP you can create a fully featured Bootdisk by using a bootdisk image.
Almost all the bootdisk images can be found at
http://www.bootdisk.com/bootdisk.htm
Download the EXE file and run it. It'll extract all the files to the Floppy Disk.
