So God gave everyone free will - let's just accept that for this question. So, when people do evil upon another person, who is responsible for cleaning up the mess, so to speak - for helping the innocent victim, for trying to control the evil on earth, for trying to make it stop for the sake of the innocent people who are doing good on this earth?
The other humans? God? ???

Yes, we are all responsible to a certain extent. Your sin, my sin, and everyone else's sin all contribute to the sin of the world, which makes it hard for others not to sin. Likewise, if you become holy, and I become holy, and so on - like a light shining on a hill, other people will see it and be encouraged to become holy. So we are all responsible for each other - all being in the same boat.
On the other hand, we should avoid the mistaken notion that there will ever be perfection or some sort of perfect justice in this world. It is not in this world that the innocent victims will all be helped and evil will be conquered on the earth. There will be evil until the end - even great evil - and ultimately it is Christ who will overcome it. And then in the age to come there will be "no pain, no sorrow, no suffering" and the innocent will find their justice and their peace.
Just because God will accomplish these things at the end does not mean that we should not - as His friends, as His children, as His servants - strive to accomplish as much as we can in imitation of Him now in the present life. But we shouldn't believe that because there is injustice and evil in the world that God doesn't exist, or doesn't see it, or doesn't care. Sometimes He allows evils to continue for a time to allow His people to be strengthened, just as a metal is strengthened through fire. And sometimes He allows it, so that someone who has not yet become aware of their own faith may be moved to faith.
There are many reasons for the patience that God shows the human race, and allows things to continue as they are, but we may not be able to fully comprehend them. But we should know that He is a good and loving God, and His reasons are for our benefit, not for our harm.

What is this free Will, I keep hearing about?
There is only ONE WILL. GOD'S WILL.
God, gave people free choice, to accept His WILL, or deny it.
Who is this idiot innocent victim trying to control the evil on earth? Jesus Christ Himself, didn't even try to control it. In fact, he is comming back to take care of the lowlifes that cause it.
Responsible? YOU. You, have the responsibilty to accepts God's Will, through Jesus Christ or deny and reject it.

Both, God gave us a set of rules and laws to protect the innocent but is up to us to enforce those rules and laws to eliminate the evil on earth, but with so many liberals lawyers and politicians changing the rules and laws for their benefits, they let the criminals run rampaged.

People are responsible for their individual choices, no matter what. God loves us in a more powerful way than we can understand. Because of that love, God gave us free will, personal freedom, that we might make our own choices, learn and change. Its tough love, we make our own errors, we hurt others, it happens; but God loves us enough to let us choose hell/ bad karma (whatever you believe) instead of enslavement to God's desires and plan. Its strange that the plan would be for us to be free from the plan.
