It depends on how you use it: If you say, "I am 19 YEARS old." it is different than if you say, "I am a 19 year old woman." In the first example, you must give the plural form (with the 's') because nineteen implies multiple years. In the second example, because the sentence uses the singular conjunction 'a' the word year is singular.

IF YOU WERE TO SAY," I AM A 19-YEAR-OLD COLLEGE STUDENT", THAT WOULD BE CORRECT.
IF YOU WERE TO SAY AS IN A RESUME FOR INSTANCE, YOU WOULD SAY,"I AM 19 YEARS OLD AND STUDYING BLAH,BLAH,BLAH"...GET IT???
I AM NOT BRITISH SO I DO NOT KNOW THE ANSWER TO THAT AND I DON'T KNOW IF YOU HAVE GOTTEN ONE, BUT I DO CONVERSE QUITE OFTEN WITH A FEW PEOPLE THAT LIVE IN THE UK AND I COULD ASK, BUT I BELIEVE THAT IT IS THE SAME.

It could be said either way correctly. And British English is the same thing as regular English. The only difference is they use older english words, like instead of saying car they say motor car, etc.

The 19-year-old male was thrown out of the bar for being under-age.
He was 19 years old at the time.
