Yes women like being romance; however, if the interest is not there, it can make for an akward situation if you try and attempt to do this without clearly knowing how she really feels. I am so sorry to say that if she truly liked you more than a friend, she would not have informed you about a love interest in someone else.
I was in her shoes where all of my male friends took a romantic interest in me at one point or another. We hung out alot too like you and your female friend. Although we were very close in friendship, I had absolutely no desire to date them. Some tried various techniques to sway me into their heart. Needless to say, their attempts were futile because if there is no chemistry, it does not matter how they tried to persuade me into liking them. All it did was make me feel even more uncomfortable. After all these years, one of them who's married finally confessed that he always had a crush on me. I didn't know what to say except to feel sorry for his wife.
You can try to communicate your true feelings for her and see where she stands. Who knows, I could be wrong. So don't give up your dream until you know for sure. It is possible for people to develop romantic feelings for their friend over time. Ever seen the show "Friends"?

As of right now you need to quit the "friend" routine and gear it twords a dating relationship. Ask her out to dinner, be romantic, when you pick her up bring her flowers. Girls tend to need a guy friend to fall on as support and you need to let her know by your actions that you dont want to just be buddies. DO NOT BE OVERLY AGGRESSIVE! Don't just lay everything on the line to her all ot once, you need to show her that you two can move from a friendship to a relationship. Since you two have been friends don't try and kiss her yet hugs are great, if you come on too strongly it could possibly push her away.
GOOD LUCK! Some of the strongest relationships are because of a solid friendship that bonds them.

Sorry 2 say this but she's already told u she likes another guy so she's either telling the trueth or she could actually like u and just want u finally crack and tell her u lke her. u know like reverse schycology. just tell her u like her.

the girl is quite easy to be developed unlike most men,just be romantic with her and don't show you like her so much maybe she will take you for granted,try making her jealous so she will see your importance,coz most of the times we realize that we like someone and we tend to be developed if someone will take them from us...so in return we will run after them...goodluck
