Please, please do not use a colour stripper! Colour strippers are only meant to strip colour out of hair that has been coloured. You wouldn't want to mess with this kind of stuff right before your pictures!
I too am a licensed hairstylist and I know how difficult it is to lighten very dark hair. If black is your natural colour I would suggest getting highlights with colour NOT bleach. You can go up to 4 shades lighter than your natural colour without having to use bleach. If you are only highlighting your hair it should not damage too much and your stylist can advise you as to what kind of shampoo and conditioner you should use to keep your hair in good condition. Perming and bleaching are two processes that do not go together. If you bleach your hair you cannot perm that hair until it has grown out because the perm solution could damage it to the point where it could fall out or break. I'm glad to hear that you have been going to the salon instead of attempting it yourself! Good luck!

Ok you have a perm, if you highlight this can cause damage to your hair, but if done correctly with deep conditioning I would say it could work.
First, the strand your stylist done today...what condition is it in, other than slightly orange?
Why did the other stylist turn you down?
If the strand didn't appear damaged, I don't understand why your stylist didn't suggest using a toner.
Black hair is harder to lighten than meduim brown to blonde because it has more color pigment. When lightening darker hair sometimes you have to bring it to a yellow stage and then use a toner to deposit the color you are looking for, since you have a perm to use this process would be a little risky.
I would suggest a process you could do at home, but I don't know the condition of your hair and would not want your hair to become extremely damage from my miss information.
Need more info.

Okay lets see the only way to get realy blond is to start by going lighter and lighter. If your hair is black you need to then go to a dark brown, then a med brown and then a light brown and so on and so forth. But doing this could damage your hair depending on how healthy your hair is at this moment. Going and bleaching your hair is extreamily damaging to your hair. And for you to get a blond from a black you would have to bleach it two to three times before your hair would actually turn a blond a true blond. Have you maybe thought about doing red low lights. It is getting closer to fall and the look is more of a dark look than a light look. Red looks realy good on black or dark brown hair. I hope that this helped you a little.

Can you find someone to put in some really subtle extensions that are the color of the highlights you want? Not really extensions, I guess, because they would be the same length as the rest of your hair - I don't know what they're called but I hope you can picture what I'm talking about. They are pieces of hair with the same length and curl as the rest of your hair, and they are attached at the roots of your hair with tiny clips.
Other responders...help me out in explaining this better...

it is hard to lighten black hair,,,, but if you want som highlights, i'd go with a dark auburn color instead of blond....that just is not going to look right....you just need something to bring out a little feature, nothing to dramatic.... and i will be honest with you lighteners will cause damage to your hair,,,,,,espically bleach.... i'd try a semi permanant color for highlights...and espically if you have a perm...double processing your hair will fry it...and once you get that, you have to cut cut cut until it all grows out and you will not be satisified....

first bleach your whole head then it will turn orange then get like a light ash blond to dye your hair cuz the green color in the ash blond will contrast with the orange and will make your hair look better

Have you ever tried a color stripper. I have naturally blonde hair but I dyed it black and when I wanted it back blonde I had to use a stripper and it turned almost gray then I dyed it back blonde
