Since there is no such thing as spot reduction you need to do cardiovascular exercise. Depending on your level of fitness and age you may need to clear this with a doctor first.
Good examples of cardiovascular exercise that do not require a work out machine (and by this I take it you mean treadmills, stationary exercise bikes etc.) are walking or jogging (depending on your level of fitness) and swimming.
Swimming is slightly less effective for fat loss but this is only when you get down to the last couple of kilograms. Swimming is better as there is less jarring of the joints and more muscles are used which then provides a bit of a resistance workout.
Aim for 20-30min 3 times a week working at about 60-75% of your maximum heart rate. You can calculate your maximum heart rate by using the following formula :
220 - your age = your maximum heart rate.
As you get fitter you can either increase the time spent exercising each day or the number of times you train a week, but remember rest is also very important.

The best way to get nice abs/cut stomach fat is: eat 1200 cal/day, walk/light jog for 5 miles 6 days/wk (walk fast for half , then jog slowly for next half and so on, note: there is an ideal heart rate for burning fat (I think it is 50-60% of your Target Heart Rate (research if you don't know this term), then do ab exercises on a exercise ball (google "core exercises" and you'll get the point)).
As for the chest, without a doubt!!!!! No matter what anyone says........:Buy some push-up bars and do push-ups. The absolute best for chest (and good for shoulders and arms too)

HOW TO DEVELOP SIX PACK ABS?
Sit ups .......sit ups and more sit ups!!! WRONG
No I'm afraid that's not the answer because more than likely you have the abdominal 6 pack right there. The only problem is that it is hiding behind a layer of fat. The only benefit from doing sit ups or crunches is that these movements will harden and develop the abdominal to some degree but they will not show until your body fat levels is down to around the 10-12% mark. Depending upon how hard you want your stomach to look and how defined you want that 6 pack is relative to how much percentage you lower your body fat down to. You may be happy with just a flat stomach where is some guys may not be happy until they can see every little line in their stomachs. Its a personal thing but maybe I can give you a few tips to help you reach your own personal goals. Here we go.
1.Cut out all saturated fats. That's all fat that is solid at room temperature, fat from chicken, beef, egg yolks have to go, and most dairy products have to go, cheese especially. The only fat you want to concern ourselves with is essential fats which we can get from a tablespoon of flaxseed oil per day and maybe some salmon 3 times per week and CLA capsules. The rest is a NO. NO.
2. Eat low fat proteins such as skinless chicken, Whey protein, egg whites, these are the top three. Avoid to much red meat and avoid to much dairy products even skim milk if you want to get those abs nice and hard. Lactose in dairy produce has a smoothing effect on the body, which blurs out any definition.
3. Stay with complex carbs like rolled oats for breakfast, sweet potatoes, brown rice and vegetables as these provide fiber and are the best for weight loss. Eat mainly vegetables at night with a light protein meal, not too much starchy carbs like rice or potatoes. What I am saying is try and eat the majority of your starchy carbs first thing in the morning and around midday as this way you will be able to burn them more readily. It is not wise to eat a lot of carb foods later on in the evening, as there is more chance of these foods being stored as fat.
4. Ensure to do some kind of aerobic exercise preferably walking as it is low impact and will not burn off to much muscle in the processed this first thing in the morning before breakfast as it will burn an extra 50% more fat this way. You will need to do between 30-45 minutes each day to get the maximum fat burning benefit.
5. Take your supplements .My recommendations for fat loss are Chromium picolinate (Sugar stop), Trim Carnitine, low fat whey protein powder, and I personally recommend the Body sculpture cream to be applied twice per day around the mid section area. Take my word this product really does work for stubborn areas.
6. Work your abdominal muscles 3 times per week with basic movements. Crunches with bent knees are good for the upper abs. 3 x 20 reps is ideal. Reverse crunches for the lower abs 3 x 20 reps. Last but not least rope crunches kneeing on the floor is great for the serratus.
