I'd be careful. Police departments have the biggest gangs and work for the biggest crime syndicates in the US. They cover up for each other in every kind of crime, from robbery to rape to serial murder. For every excessive force law suit there are ten thousand incidences of assault and battery with weapons on unarmed civilians that don't get to court. We just keep buying them new toys. Yes, the crime rate in the US is high and getting higher with population growth, so victims keep demanding more cops. Unfortunately they also keep overlooking the facts that putting on more cops isn't lowering crime any, the citizens who are victims of real crimes are treated like real criminals by the cops, the cops are too chicken-**** to go after real criminals, so all they amount to is a source of revenue for the courts, and a source of serious grief for law abiding citizens. Its only the incredibly stupid criminals that ever get caught by police. Smart ones only get caught when someone turns them in. The few good cops left keep their mouths shut because they are outnumbered. To answer your question - Are the police dept. computers being monitored? Of course, all publically owned computers have duplicates of everything being stored somewhere. More importantly, will anybody do anything about this particular cops behavior? Not unless they absolutely have to, and getting them to follow through would be like trying to pull the teeth out of a rattlesnake with your toes and not getting bit.

Why would you meet some stranger that says he's a cop? Anyone can get your info from your license plate at the Secretary of State. Forget about how you think he's using his time at work - people get lunch/dinner and breaks. Its about getting in touch with you, unless you like that.

Sounds like he saw you driving somewhere, then ran your license plate. I would be cautious of meeting people like that. If you don't want him bothering you, report it to his police department, or at least your own.
