I removed 90 year old wallpaper in my living room to find unprimed (I think) plaster. The plaster walls are very smooth but are covered with a brown film that washes off easily with water. After repairing some cracks, washing, sanding, and priming the walls with a latex primer I am finding that the primer is not adhering to the walls. Once the primer dried I could rub my fingernail over the dried primer and it just peeled off the walls. Is this normal? Did it not dry properly? Should I have used an oil based primer or is there something else I should have done to prepare the old plaster for primer/paint?? Thanks.

Just a caution about oil-based primers, you can not paint latex over oil base. The paint will sag and fishmouth. I would suggest latex KILZ or Z PRIME.

possible you didn't let dry long enough. you will prolly have to remove the non-adhering primer, put on the a/c for a day or so with some fans to keep air circulating. Get a good sealer like Kilz or Z-prime. Also, after sanding did you wipe down, brush off or vacuum the walls to remove dust?

Oh, just noticed - you said you washed. Did you remove all of the brown film? Is probably wheat paste glue and might be the problem.

the walls should be washed with tsp, then an oil based primer applied
