If you have a saturated solution (in water ) of Sodium Chloride NaCl and subject this to electrolysis. That is put a DC voltage across a couple of carbon electrodes then Hydrogen will come off one and Chlorine and oxygen off the other. The chlorine is allowed to bubble into the water that needs chlorination (the oxygen can be allowed as well as it is similiar in it's effect on killing bacteria). These units are comercially available.
