Because it's easy to feel "daring" and "sexy" at home, but quite another to go out in public.
We're weird like that. We know this. We wear shirts that show off our boobs, then we call you pigs for looking. We're sorry. I speak for all women.

I find tighter clothing more comfortable... I hate feeling tangled up in my clothing when I'm moving around. Maybe others feel the same way.
And maybe the girls are crossing their arms because they're cold or uncomfortable or shy. Maybe it's not about having people look at their breasts.
Also, just because a girl is wearing a tight shirt, it isn't a license for you to openly stare at her chest. We expect guys to look because that's what guys do, but if you're just sitting there drooling because you can almost see the outline of a girl's nipples you need to get a life.

there are a lot of answers to this. are the girls overweight or not? if they are overweight maybe they don't have enough money to buy more shirts that fit them. theymay have had those shirts before they gained weight. if they are not overweight it is a sign of being uncomfortable or insecure. girls want to feel sexy or attracive but maybe when they are in a situation where they aren't comfortable with someone or themselves they will cross their arms. in body language terms it means they are unwilling to talk or to accept what is being said. it may or may not be about their chest.

well cause girls change their minds fairly quickly so maybe when they where trying out the shirt they felt confident but as the day when on the started feeling insecure and felt a little shame so they decided to cover up since the had no other choice
