Homeless, no. He or she can still go live where ever it wants. Naked, no. Can we really say that an animal is naked, when naked usually means you are showing something you don't want others to see? Example - A woman comes into a bar wthout a shirt or a bra yet still has pants on. How many guys (or girls) would say, "Look, she's naked!"? Yes, way overanalyzed, but that's what this Yahoo society is all about.

A turtle never loses his shell. Snakes, shrimp, lobsters and so on yes, turtles no. If you look carefully, the shell is attached to his ribs.
