The definition of masticate is to chew or crush food. Maybe you meant masturbate. Let it be it is perfectly normal and healthy.

Masticating is chewing so yes everyone does this and its nothing to be ashamed of :) If you are refering to something else why do you need to do anything about it? Its natural and he isn't harming anyone so there is no need to do anything about it.

If you mean MASTURBATE (to play with oneself), then you just ignore it. Its his business, and his body. As long as he wasn't jacking off to a picture of you, you've got nothing to worry about.

Nothing, put it behind you. Make sure next time you knock. I grew up with one brother and I have 3 teenage sons. Everyone needs there privacy and space. He didnt kill someone so I dont think you need to file a police report.
