there is a website called shihtzu.com that will list local breeders in your area, but most of them are professionals and will charge in the medium to high price range

we purchased a new shi tzu puppy recently and i got lucky and found an ad in a local paper and when i called she had sold the last puppy from that litter but had another female that had just given birth the day before so we got first pick of the litter

if you're not in a hurry just keep checking your local papers, ALL of them
most news papers are online now and you can check out the classifieds there, check you city papers, metro area papers,
try anywhere in your area that has bulletin boards like the grocery stores
call the local groomers
check local vets offices and even pet supply stores for ads or business cards for local breeders

where you get your puppy from will also depend on if you are looking for pet or a show dog with a pedigree, either way make sure you see your puppies akc papers before you leave a deposit or take him home, any good breeder will send for papers within a few days of the pups birth
good luck if i can be of anymore help just post another question

My daughters both got their shih tzu dogs through a newspaper ad. People are always advertising their dogs for sale. Another way is a pet shop; however they are usually very expensive. I'd rather go to a home where people raise them and go out to their home and check them out firstl So the Newspaper is the best way to find one.

A Shih Tzu breed rescue such as this one: http://www.shihtzuandfurbabyrescue.com/default.htm. Don't even think of buying one from a petstore. They come from puppy mills which treat their animals worse than livestock.

That depends on where you're from. I just recently spoke with a breeder from Manitoba, Canada if you're interested. I stumbled accross him in the news paper in the classifieds section.

Look in your local papers. Go on-line, look for a breeder in your area, without knowing where you are it's difficult to be specific
