Ideally, it would be the person who is interested in it at the moment. In other words, sometimes him, sometimes you.
There are many ways to get things started.
Ask him to shower with you. You're not asking about sex, but we all know what will happen once you're both clean.
While he's asleep, take him in your mouth. When he wakes up, climb on top.
Take his book or laptop away from him, sit in his lap and kiss him like it's the last time you'll see him.
Ask him for a massage and let nature take its course. Or, give him a massage and when he turns over ......
