Dogs are pack animals, essentially they consider you and your family part of the pack, he wants to be where his pack is, that's inside with you not outside.
If you plan on keeping the dog outside, find it another home where it will be treated like part of the family, not just an outside dog.
If the dog is outside to protect your property, he will naturally do that from the inside barking at anything that he hears around the house.

Give the dog a chance at being part of your family, not living it's life outside in a yard, left to whin and bark at the window for your love and attention.

you can try spraying the dog with a water bottle everytime he has unwanted behavior or you can purchase a bark collar at most pet stores that will emit a vibration that startles or distracts them or i think there are even some that give a very small jolt each time they bark

Your dog too huh?....Simple - Just either close the blinds or turn the light off. He/She is probably barking at their reflection. My silly Mutt does the say silly thing.
