I don't think the USA has a quota per country system any more. I think people from India get a lot of the skilled worker visas, and this is a category that is likely to be expanded in the upcoming immigration reforms (assuming Congress can get anything passed.) However, people from India can apply for any of the visa slots as I understand it.
