im assuming you meant chargers, but yes

at all airports right now leaving the us the only banned items in carry on luggage is liquids and gels, for example: toothpastes, water, drinks, shampoo, lotion, makeup

if you bring it, security will confisticate it

You might check out the list of restricted items for the airline you're flying, but I believe they're allowed. I just flew from KC to Dallas to NYC earlier this week, and cell phone chargers were not on the list of prohibited items at any of the airports. Hope this helps.

Yes they should be. These kinds of things are federal and don't really have anything to do with the airport you're flying out of, all airports have the same regulations about what they will allow in carry-on luggage.

check at www.tsa.gov and/or with your airline to be sure

I believe so, when I went used the airport last summer I took my cell phone (off of course) and the charger.
I don't know how the policy has changed since then though. =)
