It rains more than in the summer, but that's not saying much since it only rains about 18 inches a year here.
I've been here two Octobers so far and the weather has been fantastic.
You can tan any time of the year here, so don't worry.

What I always tell the visitor when they ask about the weather any time of year?
If you don't like the weather right now, there are 2 things you can easily do to change it.
Wait a half hour or go a half mile down the road, it well change for you either way you choice/
On Oahu if your on the winded side of Island it well rain every day. Honolulu side showers.
Rain is the very last thing to worry about in Hawaii.
Go have a wonderful time. You well get a sun tan if you so desire.

Like the other Hawaiian islands, Oahu's weather does not vary enough to define 4 separate seasons. Weather on the island is best described in terms of just winter and summer and even the peak of these seasons have only moderate changes in temperatures. The summer season runs from May to October, while the somewhat cooler, wetter winter season extends from November through April.
General
The daytime high temperatures in Honolulu during the summer range from an average of 85-87°F with nighttime lows of 70-74°F. Winter daytime high temperatures in the city are 70-74°F and nighttime lows are 65-69°F. Travelers may want to pack a light jacket and pants for strolling on the cooler winter evenings. Hikers planning to trek through some of Oahu's higher elevations should be aware that there is a 3.5 degree drop in temperature for every thousand foot rise above sea level. Its a good idea then to carry along a couple of layers of light clothing for these higher elevations, especially in the winter months.
Water Temperatures
The temperature of near-shore waters vary from their summertime highs of approximately 82°F, to a low of about 76°F during the coolest winter months. Oahu is famous for the winter waves that role in from storms in the north Pacific and impact its famous north shore beaches of Waimea Bay, The Banzai Pipeline and Sunset beach. The biggest waves, some of which can measure 25 - 30 feet high (from the backside), generally occur between November and March. Swimmers should keep in mind that strong currents can make a beach unsafe at any time during the year, but most particularly in the winter. You'll want to check local conditions with the staff at your hotel and also watch for warning flags and posted beach conditions. You can also call for the recorded surf conditions provided by the Surf News Network at 808-596-SURF, or the National Weather Service at 808-836-1952.

In from Hawaii, the island of Oahu myself. Hawaii gets an lot of interesting weather, more than most places. It usually gets hot in August, late summer. The month of September is like the doldrums in extreme heat. It's always windy at the beaches.
The season of rain is spring, around January, April.

For the whole month? Well, it's gonna be partly dark for about a third of the time, the other two thirds will have a mixture of rain, clouds, and sunshine!

Sometimes it depends on the seasons. My sister tells me that it can vary from day to day. I'm not sure what to tell you otherwise, though.
