Because no man can look upon God's face and live. People think that God can not be seen; but that is untrue, for the rule is that no man can look upon HIS face and live. Since this was the first time Moses got a chance to spend time with God; God protected him (moses) by first contacting him through the bush.
Ex 33:20 And he said, Thou canst not see MY FACE: for there shall no man see me, and live.

Moses needed a miraculous sign. God recognized this human fault in Moses. You have to remember that after the flames in the bush were over the bush was normal and not scortched at all. Also we are told that no one at that time could look upon the face of God without dieing.
God manifested himself in that bush in order to protect Moses as well as teach moses the awesome power God holds.

What I find interesting about this is that the bush "burned", but wasn't consumed. Now if I was standing there watching something that burned but didn't get blackened, die, etc., I think the little hairs on the back of my neck would stand up! Then I would pay attention.
God has very interesting ways of drawing us to Him..in order for Him to make a point.

God wanted Moses to come up the mountain so He can speak to Him alone, God wanted to see if Moses would come seek Him.
God comes as either Fire, cloud, wind, earth-Quake, spirit-holy ghost, dreams, word-Jesus, words spoken either out loud, or you'll feel what He said. He comes many forms and ways to communicate.
