Whenever it gets loud again, go up stairs in your robe. Just let him know then that whatever is going on upstairs is keeping you up. NICELY!

START FRIENDLY! The friendlier you are, the better the result will be. The next time he has friends over, ask him down for a minute so he can hear how loud it is. If there are hardwood floors, buy him a nice (cheap) floor sized rug (maybe from Walmart etc) as a gift for "trying to keep the noise down", people always try to repeat what got them praise before. If you have resident meetings etc, mention in a COMPLETELY neutral way that the upstairs apartments tend to transmit noise and maybe talk in terms of building-wide solutions.
If nice things don't work, then RESPECTFULLY ask him in a businesslike way to keep the noise down. Try not to treaten him with the police or a call to the managment etc. unless you have to, it will only start a war. That said, don't live unhappily in order to avoid confrontation.
Most places and people expect parties, etc to quiet down around 8-ish and TVs to quiet down around 10-ish.
I would not recommend talking to his other neighbors about the noise (unless she is your best friend), it tends to make the noisy person feel attacked and slandered. After all, it did take a few weeks for him to be noisy again, he may just have desensitized and not realized he was noisy again.
Hope this helps, good luck.

Well you already talked to him about it so it sounds like he's just a "loud" person and/or you're a really light sleeper. I also live in a similar situation and concluded most people are not able to change this so what I did was I got "white noise" devices in my room and since then (I am also a light sleeper plus I work nights and sleep during the day when the sun is out, the kids are out and the world is going about its noisy business)sleeping like a baby! I have a fan, in the warm weather an air conditioner, and Sharper Image has the machines that make various sounds like waterfalls, rain, ocean surf, etc for less than $100.00.

If you are willing to go this far...you can always file an official noise complaint with your local police department. Regardless of the time, any noise that is loud and a nuisance qualifies.
If you don't want to do all that, just talk to him again. Let him know you don't want to be a pain, but his noise is keeping you up at night and if he could be conscious to his noise level you would appreciate it. Let him know that you figure you both could solve this problem without having to bring in a third party (i.e. landlord, police).

Noise should stop at 11:00 pm. Your neighbor should have rugs on the floor to deaden the sound. You should talk to the condo manager about the problem.

-Talk to the owner/manager of your condos, complain about the noise.
-Review your lease agreement; see if disturbing the peace is a cause for eviction of the inconsiderate neighbor
-Call the cops when the neighbor is being loud, don't risk a possible hostile situation
-Time to kept it down, I would say 10pm.

Call the landlord beacuse he's in violation of the lease by being excessively loud. You can also call the cops for disturbing the peace.

How many times are you going to ask the same question? after 10pm most towns (POLICE) will say that's late enough! Now if you want revenge that's different, If he keeps you up till 2am, You get up at 5am put your speaks up to your ceiling and blast away.
