you can not buy a 4 wheel drive new car for $ 9,000 If you don't care a lot about gas mileage buy a used 4 wheel drive truck or SUV (good protection if you get into an accident and handy to lug stuff around) or a good used Subaru most of their models are 4 wheel drive and have been for years so they have perfected the drive train

Not too big and with reasonable gas mileage? - then it's definitely not an SUV. How about Subaru? - they all have AWD and something like Legacy or Forester will be nice. They are fairly reliable, wagon version is available and you'll have some money left to buy good winter tires

A late-model Jeep Grand Cherokee - we had a 1994 model - we gave it to my Dad last year when we bought a new Expedition - he's still driving it and neither one of us had a lick of trouble with it. It's super fun to drive, handles great and you should be able to get one under $9K no problem!

Used Subaru Outback or other model. They are hugely popular in snowy areas so they I guess they must go well on the snow.
