Some apartments have restrictions as to how many holes can be in walls here.(holes can be avoided with some of the modern stick to wall hooks by 3M now) It would be more what your landlord allows it is a celebration of who you are and America is about being a melting pot. ask your landlord and explain to him it is like Xmas style celebration to you and he will probably not have a problem with it.

I am an apartment manager and to my knowledge there are no restrictions as to putting up lights in your apartment as long as you are not severley altering your apartment. But as you have already read you should definately check either in your lease or with your current manager as to what your policies are.

no. the u.s. doesnt control anything about lighting inside your home, and it shouldnt really matter if it shows through your windows unless the neighbors complain, in which case you can just close your blinds.
