We have a steel framed house that has a steel border around the window and drywall on top. We've tried to use drywall anchors to hang the curtains, but the dry wall is not thick enough and we hit the steel frame.

you need to use machine screws but first you need to pre drill a pilot hole to start them off if not long self tapping sheet metel screws will work

Anchor the curtain brackets into the metal studs using self tapping screws and a drill with a screwdriver bit.

I had a really similar problem when I moved into my home. I ended up using a special drill bit to make the holes for the curtain rods. I don't know exactly what it was called, but when I went to Home Depot they told me what I needed.

just get some self tapping screws the same size that came with the brackets
