The first site was a big help, only my husband is in the Air Force and we live overseas in Japan. So I do Home Daycare on base and I need a ID number. I'm not sure how to fill out the form when it asks for address it does not give me an APO, AP option. Also, even thought I'm here my legal residency is still Indiana.

You can apply online with the IRS to obtain an EIN (Tax ID Number) at this link:

Go on-line to your States' Comptroller's Office. They have the forms on-line. You can fill them out on-line and even pay on-line. At least in New York. I can't help you with the free part. Depends on the State.
