Not really. It could just be how she is. A lot of girls, say much love, as a friend kinda thing, or as a good bye. if you know the girl, and spend loads of time with her, then maybe. Give it a try and see what she says.

depends what she wrote on the rest of her letter. it's more than likely how she signs all her letters and it probably doesn't mean anything.
