Generally pasta salad is served cold. If it is served hot, I don't believe that it would be considered to be a salad; but would be more of a pasta main dish. Enjoy and have a nice night!

I personally prefer hot pasta. Consider the consistency of the veggies you have in it. If they are firm and crisp, then cold would be okay, but if they are more cooked than raw, then I think hot would be the preference.

dress the pasta when its hot, the noodles will absorb more of the flavors.then chill it and add the rest of the ingredients and serve cold. I prefer not to add everything in at once, most everything that is going in will get enough dressing on it, but you want everything to taste like it usually does and not just like the dressing.

Peanut sauce is usually Thai, so I think hot. But it sounds good to me either way.
I would make it, and taste it hot & cold, and make up my mind from there. Good luck.
