When is it the latest I can have carbs? And when I eat carbs in the morning and afternoon, do I have to exercise it off to prevent myself from gaining weight at night and the next day? I'm trying to lose weight but I feel that carbs are my worst enemies.

It is actually better for a weight loss program for you to consume 60-70 present of your carbs during the first half of your day. The problem with carbs is that they take a long time to break down, but they do give you energy. The tricky part is to burn the energy you get from carbs because any excess energy that is left will store on the body for future use as fat.

Also if you are craving carbs such as bread, chocolate, and sugary foods your serotonin levels may be too low, you can go to your local vitamin store and ask for a serotonin supplement.

It is never a good idea to eat any food containing more than 15g to 20g of carbs during the 3 hours before you go to bed.
